This is already happen, see here .
It's for "classic" WCS. WCS+ is still in development inclusive FRED+.
But the original tools are sufficient to create new content for WCS and if WCS+ is finished, the upgrade of finished mod stuff to WCS+ level is not complicated.

Pretty much everything you need to make WCS missions is already available for public use. The mission designer is definitely available (and very easy to use). If you need any help, just ask.
