Is there a way to look around outside of your ship using a mouse for control currently? Also I used to like a fly-by mode, is there one currently?

Check the numpad 'DEL', numpad '*' and numpad '/' keys. Reference in option/controls. Fly by is not available on demand (only during autopilot sequences).
