Predator, Warhammer and Powerdistribution

Hi folks,

1)
I know I can send a Predator along the way for a confed cap-ship.
Is this also possible with a Warhammer CSM without using the "MissleLauncher#Confed"?

2)
Is there a way to check up on the powerdistribution? I thought of simulating a ship malfunction for which you have to redistribute your power in order to get your ship up and running again.
